Federal Refugee Program Halt Sparks Humanitarian Crisis for Hundreds in Riverside, CA

Riverside, CA - January 28, 2025 -
- The Trump Administration has ordered an immediate pause on all federal grants and loans, including the suspension of the U.S. Refugee Admissions Program. This decision has placed hundreds of refugee families and individuals in Riverside County at risk, leaving them without critical support services provided by Human Migration Institute (HMI). In addition, the freeze has directly impacted HMI staff, as payroll for many federally funded programs has been halted.

“This is not just a funding issue—it’s a humanitarian crisis,” said Dr. Selin Yildiz Nielsen, President and Founder of HMI. “Hundreds of people who have already fled war, violence, and persecution are now facing another devastating uncertainty. Without these programs, they lose access to case management, job training, and vital resettlement assistance. Meanwhile, our staff—who work tirelessly to serve this community—are left without pay.”

Essential Refugee Services Suspended

HMI’s federally funded programs, which provide life-changing support to displaced individuals, are now facing uncertainty as we seek alternative funding solutions. These include:

  • Resettlement with Episcopal Migration Ministries

  • ESL (English as a Second Language) classes

  • Community Tutoring Program

  • Refugee Career Pathways program

These programs offer more than just education and employment services—they provide case management and other vital support for newly resettled families, helping them navigate housing, healthcare, school systems, and employment opportunities. Now, with federal funding on hold, many of these essential services are at a standstill, leaving vulnerable families in crisis.

Additionally, HMI staff members who run these programs are now at risk, as payroll has been halted for most federally funded positions. Without immediate funding, these dedicated professionals will be unable to continue their work, further disrupting essential refugee services.

Despite this federal halt, HMI remains committed to serving its community and is calling on the public for support. Private donations, volunteers, and community partnerships will be essential to keeping these vital programs alive.
